Write the rules for the project.

We discussed:

students will get a weekly assessment based on their commits
they will work 5 weeks for the project (at the lab)
we should have a hardware weekend
the project idea has to be defined by week 4 (they can still change the project idea)
the project idea has to be refined by week 6 (they cannot change the project idea)
